Executive summary; this is the information in regard to the published article in Prensa newspaper that is the one of the largest newspaper in the Panama. The banks of Panama are going bad with the loan increasing capital. The bad loans amount has changed significantly by the years to come. It was USD 370,000,000 by the may 2008 and has reached to USD 565,000,000 a huge increasing with the USD 200 million. The 2.5 percent of this increasing now existed with the loans and the 90 days are the arrears for the total of USD 93 million that gives a 23 percent growth in loans.
Discussion; Panama has given the 15 days period to make the bank transparency to be clear with the share for the information to the newspaper and by the news.
It has become now a reason to leave the Panama banks at all and where the 90 percent of the people are enthusiast using the Panama banks will fall back soon. It is a great risk to downturn with the economy and declining of the real estate projects with the poor banking sector here in panama that impact the conservative opinion.
Offshore tax for banking; the jurisdictions could be a better choice for those who has located there tax haven and the other countries like Costa Rica, Guatemala, Ecuador and Mexico will be enjoy with the tax offshore on their own. This could be understood as a trouble creation however the capital fight does not seem to getting an end. The banks are approaching with the safe clients to make them feel secure and safe.
Warning has closed before it affected; it is recommended that you should have to quit your accounts before the tax treaties get enter and the Hong Kong will be treating for your closure and sudden withdraws. The suspicious transaction will be freeze and they need a high authority investigation to proceed. Retroactive law could have a different meaning to not allow for the accounts that should have to be closed or withdrawn before the treaties start affecting them firmly.

Although Panama is renowned for its international financial center and has been prominent on the continent as an important recipient of direct investment, again faced with external threats that put in the ground game won. And promoting the country that companies that offer international services does not help.
In this new saga, the Government determined to form a high-level commission for the protection of international financial and Panamanians.
Among the regulators of banking, but pushed by the international financial crisis, the Banking hired the auditing firm KPMG to develop a competitive banking center.

The full analysis will be released in the coming weeks, but in light of recent events, and information was shared with the authorities and the unions which have joined forces to defend the international services offered by Panama, and respond to questions about the country is a tax haven.
The study found that one of the greatest threats to the country is being considered a “tax haven” and is putting pressure on the Organization for Economic Cooperation and Development (OECD).
71% of respondents felt that the tax has had “very high impact on the competitiveness of the banking center. The secrecy and information control and regulation and legislation were in second place.
One point that speaks in favor of the central bank is that of 14 billion dollars in deposits that are external to the system, only one billion dollars from OECD countries, which is why local bankers say that there is way we can think that Panama is a sanctuary for foreign depositors.

Promotion in Cyberspace
While the government, banks, lawyers, businessmen and lawyers as Eduardo Morgan explained in detail why Panama should not be considered a tax haven, the reality is that companies in cyberspace promote international services in the country, say the opposite .
For a sample button. “Make the tax haven Panama and geographical meaning. Make corporations, opening bank accounts, do business with the Colon Free Zone, etc.”
Panama is much more graphic Offshore Legal Services, which as the main benefit or advantage that is emphasized in Panama: “A full tax – capital generates no tax, no tax revenues, there is no legacy taxes, etc..”
Investors should be guided by reality and not what a company is promoting the Internet to attract customers, notes Morgan, who also criticized the biased promotion is being done and recommended that this be malpractice complaint with the Ethics Committee of the College National Lawyers Guild.
Although he warned that there are similar promotion on the Internet from other countries or jurisdictions, but these do not appear on the “blacklists” of the OECD.
“The important thing is to know that in Panama for a company, the lawyer has to know who is making the document and who are its owners,” he said.
Regarding the tax issue, he said, as the Panamanian territorial systems do almost all countries. The difference is that there is no charge for income taxes that are generated outside the country.
Members of the Committee for the Defense of international preferred not to comment until they submit the full study of competitive banking center, although it acknowledged that this document will guide the development of the strategy to follow and to changes that are required.
In the government of Ricardo Martinelli had not yet discussed the issue, as noted Finance Minister Dulcidio La Guardia, who preferred to reserve comment for when they take control of the Government and were presented with the details of the KPMG study.

The former banker Luis H. Moreno believes that it is time to objectively analyze what is in the best interests of the country because of external pressures that made such great advantages to strong banking center will become disadvantages.
It is important, he added, made a study as long as it serves to focus the problems of a practical and advised “that we are left with the diagnosis in the pocket and taking prompt and effective action.”
One point that criticized the bank for the damage done to the country’s image is being taken with regularity as cases of persons involved in illicit activities such as Nelson Urrego, David and Paul Murcia Rayo Montaño.
“The banking community has to redouble its efforts in this direction and time to detect these irregularities. This is where Panama has to make a true act of faith in his honesty and international combat these weaknesses that have dire consequences for the country’s image, “said Moreno.

If you are thinking about where to place you assets and deposit your hard earned money, Panama will be the best choice. Panama is considered to be the best places for bank accounts in the offshore word, not having seen any banking crisis for the last century. This is due to their strict law on bank secrecy and high standards for banking licenses. Banks have to follow high standards and regulations before they are given the license to operate.
Conservative Banking Laws
You will be glad to know that their regulations are set in order to protect your assets and that they never engage in high-risk lending procedures like banks in other countries. As a depositor you are protected against any risky investments and attacks on your assets. Also, banks in Panamado not allow anything below 25% mortgages.
Political Stability
The country’s economic and democratic political status is also very stable. This is coupled by the fact that Panama is rarely hit by natural calamities. Nonetheless, not a single bank in Panama is uninsured by its government. In Panama, large banks have almost $40 billion in assets. These only prove that placing your assets in a Panama bank account will put your worries to rest.

The capital of Panama, with its shimmering skyscrapers, looks like just the bustling city of Manhattan.
In Latin America, which has eighty-five banks in thirty-five countries, it is Panama that has the most sophisticated international banking. The Decree No. 9 or the New Banking Law of Panama is at par with the international standards for finance centers all over the world for precision and regulation.
On top of that, the country of Panama has become one of the top countries that support the OECD and FATF movements that seek to develop measures in international banking centers to catch-up with money laundering and finance activities linked to terrorism. Stricter measures have been placed on banks to require them to note all money transactions that involve more than ten thousand dollars. This system is similar to what is currently being implemented in the US.
Since Panama wants to make its image “cleaner”, it is requiring its banks to be more careful in the screening the background of their clients. This policy of knowing their clients better involves checking on the client’s requirements and the source of their money. However, the observance of this policy does not mean that the country forgets to uphold the Bank Secrecy Law.
Moreover, the Stock Exchange of Panama is a leader in growth in the industry. The country also has the safest offshore center in the entire world.
In the finance aspect, there are several, various investing options for insurance, for banking, and for investment financing.
The country of Panama implements a strong dedication to combat and be active and effective against capital laundering and criminal syndicate-financing through the coordination of the country’s various agencies.
The bank system in Panama has successfully reached international cooperation, competitive edge, world standards, and modern law-making.
